The Mexican government is prepared to hand over civic security matters to its military. A bill was passed in the Mexican Senate that will give the Army power over the National Guard, which currently provides essential security. Now, the military will be in charge. perhaps signalling a comittment to battle the drug cartels as if they are the insurgents that they are.
