Wilmington’s proposed gun offender registry — which would require residents convicted of gun crimes to periodically check in with police or face penalties — was put on hold by City Council on Monday night.

The council’s public safety committee chose not to send the Gun Offender Registration Act to the council floor for a vote, opting to delay for further discussion. Council won’t meet again until late August and won’t have another public safety meeting until September.

“I don’t want to make these decisions on the fly today,” Councilman Vash Turner said.

At the meeting, the committee discussed the proposal to create a database similar to a sex offender registry. Introduced by Councilman Bob Williams, the act would require all Wilmington residents convicted of a gun crime in the state of Delaware to register with the police after their release from incarceration.

The original ordinance required a check-in within two days of release, but a substitute version allows for five days.

If enacted, the law would require registrants to be photographed, periodically verify personal information and provide notification of change of address for a period of three years. If the person commited another gun crime, the three-year term would start again.
